Road Rules

Before hitting the roads in the country as a tourist, you would of course like to avoid getting in trouble. It is a shared doubt for many visiting foreign nationals on whether they should be driving in the country. So here are some of the important road rules that you may need to take note of when you are visiting this country.

Important Regulations

This country has a complex road network with many different roads that are not connected to each other.

The most important road regulations are as follows:

Speed limit

Over speeding has been the cause of most road fatalities worldwide. That is why in Montenegro, there is also a set speed limit that every driver should follow on the road. The set speed limit on highways is 80 Kph while on other roads, it's 50 Kph.

Driving under influence

The road rule about Driving Under the Influence (also known as DUI) is an important road regulation in every country. Intoxicated drivers have alarmingly caused road accidents which claimed property damages, their lives, and others' lives. That is why it is an important road rule that every driver should follow.

Seat belts should be used at all times

In 2018, the seat belt law was passed in Montenegro. The law is largely considered to be one of the most progressive in Europe and has received praise from many organizations around the world.

The seat belt law is seen as a success by many citizens and organizations, but it has also faced criticism from some who believe that it should have been more inclusive.

Motorcycles must use an approved helmet

The country has strict rules for driving. The minimum age for driving for Montenegrins is 18 years old. As for the general standards of driving in Montenegro include:

  • Driving on the left side of the road
  • Driving at a speed that does not exceed 90 km/h
  • Using headlights during daylight hours
  • Using headlights during night hours when visibility is less than 100 meters or when it's raining, snowing, or foggy
  • Not using mobile devices while driving

Seatbelt Laws

Montenegro is one of the few countries that have seatbelt laws and they are enforced by the police. The law states that you must wear a seatbelt while driving or riding in any vehicle, regardless if it’s on or not.

Traffic Road Signs

The Montenegrin traffic signs are similar to those in other European countries. However, they have some unique features that make them stand out from the rest.

The traffic sign in the country's placed at the intersection of a two-way street or on an extension of a one-way street. It is also placed after a pedestrian crossing and before a driveway. There are also signs that indicate when it is prohibited to turn left or right from the main road.

Montenegro has many road signs and they vary by region. They have been used since 1939 but their design was modernized in 2004 and 2009 with the help of the European Union.

Right of Way

Montenegro is one of the most mountainous countries in Europe, with steep mountains and deep valleys. One of the main roads in in the country called "The Road to Nowhere" because it goes through an area where there are no settlements or even signposts.

Right-of-way laws are very important but they can also be difficult to understand and apply correctly. A person driving on a road must always give way to any pedestrians who are on that side of the street, according to law.

As mentioned, the legal driving age for Montenegrins is 18; thus, teenagers can get their driver's license at this age as long as they have passed their theory test and practical test for driving cars and motorcycles respectively. However, for visiting foreign nationals, the required age to drive in the country would be 21 years old to 75 years, same as with renting.

Laws on Overtaking

The country has an interesting case study in the law of the road. This unique law where the driver who is first to reach a certain point on a road, gets to have the right of way. This law has been around since 1882, but it seems like it may be outdated and not applicable in today's society.

The law was created when horses were still used as transportation. But nowadays, with cars being more common than horses, this law may not be relevant anymore. However, if you are driving in the country and you see someone trying to overtake you on your left side, then you should give them your full attention and let them pass if they are able to do so safely.

Driving Side

A majority of the European countries practice the right-hand side driving. Montenegro is not exempt to this and they do drive on the right-hand side of the road. However, if you are used to the left-hand side driving, it is best that you attend a driving class or school to master this before you hit the Montenegrin roads.

Driving Etiquette

The driving etiquette in the country is not as easy to understand as it may seem. It can be difficult because there are no set rules for driving in this country. There are some general rules that you should know, but you should also be aware of the cultural differences before driving in this country.

The country is one of the most diverse countries in Europe and has a lot of different cultures and traditions. It's important to know these differences when driving here so that you don't offend or make someone uncomfortable while on the road.

Car Breakdown

Car breakdowns can happen anywhere and can be costly if you don't know what to do. If you are driving a rental car, it's best to call your rental company as soon as possible so they can arrange for assistance with getting the vehicle fixed or replaced. If you are driving a private vehicle, it's best to call someone who knows how to fix cars and find out where they can take it for repairs or replacement.

Police Stops

Police stops in Montenegro are a common occurrence. The police are obliged to stop any person who is suspected of committing a crime, but it can also be triggered by the suspicion of an individual's behavior.

  • Police stops happen in the following circumstances:
  • Suspected criminal behavior
  • Suspected violation of traffic rules
  • Suspected violation of public order and safety
  • Suspected violation of immigration laws
  • Wanted individual

If you have done neither, simply be respectful, ask for their Identification, and never step out of your vehicle when the officer is not wearing a uniform. Although this rarely happens, if the traffic officer seems suspicious, it is better to contact authorities immediately and never roll down your window or step out of your vehicle.

Asking Directions

When asking for driving directions when driving in the country, you might want to ask for the shortest route or the most scenic route. If you're not sure which way to go, simply ask for directions from your current location to any other point in Montenegro with the locals.

However, you must remember that the main spoken languages in the country are Serbian and Montenegrin.

Checkpoints

Police checkpoints are a common sight in Montenegro. They are used by the police to check for driving licenses, registration plates, and other documents.
