Travelers heading to Mexico in 2025 should prepare for higher costs as new taxes and fee hikes take effect. Mexico’s Senate approved updates to the Federal Rights Law, increasing the “Non-Resident Fee” for international tourists to 860 pesos (US $42), up from 717 pesos (US $35). This change applies to all visitors entering the country, including cruise passengers who were previously exempt.

Cruise passengers will now face additional fees regardless of their length of stay or whether they disembark. Congress recently introduced a US $42 immigration fee per cruise passenger, which will be charged starting in 2025. This policy significantly impacts the Riviera Maya, where ports will become 213% more expensive compared to an average Caribbean port, according to Coparmex.

Travelers flying internationally from Mexico will also see a slight increase in airport immigration service fees, rising from 185 pesos (US $9) to over 223 pesos (US $10). Additionally, Quintana Roo, home to popular destinations like Cancún and Tulum, will introduce a US $5 fee for cruise passengers. This tax will fund the National Disaster Prevention Fund, helping rebuild tourism infrastructure damaged by natural disasters.

The revenue generated from these increased fees will primarily support Mexico's public works and social assistance programs. About 67% of the funds collected from the “Non-Resident Fee” will be allocated to the Ministry of National Defense for operational expenses and infrastructure improvements. Meanwhile, the National Migration Institute (INM) will receive 83% of the updated airport fee revenue to modernize border equipment and infrastructure.
