Kyoto to Raise Accommodation Taxes by 2026 to Tackle Overtourism

Planning to drive around Japan? Make sure to secure an international driver’s permit before exploring scenic cities like Kyoto, which is set to raise its accommodation taxes starting March 2026. The revised tax system will charge up to 10,000 yen (US$64.20) per night for rooms priced at 100,000 yen or more. These adjustments aim to improve city infrastructure and tackle overtourism.

Kyoto’s current accommodation tax, introduced in 2018, has a cap of 1,000 yen per person per night. The new system will charge 200 yen for rooms costing 6,000 yen per night, 400 yen for rooms priced between 6,000 yen and 19,999 yen, and 1,000 yen for rooms between 20,000 yen and 49,999 yen. Stays priced between 50,000 yen and 99,999 yen will carry a 4,000-yen tax, while the highest rate of 10,000 yen applies to rooms costing over 100,000 yen.

Trips for educational purposes will remain exempt. Funds collected will be allocated to citywide projects, including public transportation upgrades and preservation of Kyoto’s traditional buildings, according to local reports.
